Cross-form submission disclosure and tampering via spoofed identifier

Authorization bypass in WPManageNinja Fluent Forms 6.1.21 and earlier allows remote authenticated users to access other forms' submissions. SubmissionPolicy trusts the request's form_id when checking form-scoped permissions instead of deriving the form from the targeted entry. An authenticated account with Manager access to any permitted form can spoof that key to read submissions from other forms, change their status, add notes, or permanently delete them.
