Admin-level command execution via PGP shell injection

OS command injection in OTRS Community Edition 6.0.41 and earlier allows remote authenticated users to execute commands via crafted PGP configuration. In Kernel/System/Crypt/PGP.pm, _Init() reads PGP::Bin and PGP::Options from system configuration, concatenates them into a single shell command string, and executes that string with Perl backticks while checking the GnuPG version. Exploitation requires an administrator who can deploy configuration changes and then trigger PGP initialization during ticket activity; injected commands run as the web server process user, not as root unless the service itself is elevated.
