Cross-organization account creation via missing scope enforcement

Incorrect authorization in runZero Platform before 4.0.260203.0 allows remote authenticated users to create or update users in other organizations. The user-management authorization path accepts an administrator's create or update operation without enforcing the administrator's authorized organization scope. Administrator access and a network-reachable console are required; successful exploitation can plant persistent accounts in a targeted organization and expose its internal structure.
