Memory exhaustion in Envoy Gateway before 1.7.4 and 1.8.0-rc.0 through 1.8.0 allows remote authenticated users to crash its controller. extractWasmPluginBinary allocates make([]byte, h.Size) for every OCI tar entry before validating the entry name or declared size, so a tiny header can claim terabytes. Exploitation requires tenant permission to create EnvoyExtensionPolicy, controller egress to an attacker-controlled OCI registry, and no registry allowlist; the persistent object then crash-loops the shared control plane.
