Application crash via incorrect H.265 loop bound

Out-of-bounds write in GStreamer gst-plugins-bad before 1.28.3 allows remote attackers to crash applications via crafted H.265 media. The buffering period SEI loop indexes cpb_cnt_minus1 with its counter instead of sub-layer 0, overrunning stack-allocated CPB delay arrays. Processing a malicious file or stream requires user interaction; confirmed impact is an application crash, and Red Hat reports code execution as unlikely under its hardening.
