Route-origin suppression via RRDP cache poisoning

Origin validation error in FORT Validator before 1.6.8 allows remote authenticated users to suppress a victim CA's route-origin data. The URL-only cache memoization returns success without checking whether delete_rpp() removed the snapshot, so the victim workspace fails to rebuild. Reachability requires a delegated CA under the same TAL and a routine victim publication; lost VRPs can enable route hijacking or loss of reachability.
