Arbitrary file overwrite via CLI psd command

Arbitrary file write in coturn before 4.13.0 allows local users to overwrite files on the host through the CLI psd command. The psd handler in src/apps/relay/turn_admin_server.c strips the command prefix and passes the remaining unvalidated path to fopen in write mode before storing a session dump. Exploitation requires the CLI to be enabled and reachable plus its administrative password; files writable by the coturn process can be truncated and replaced with partly attacker-influenced session data.
