Unauthorized queue-item cancellation via missing read check

Missing authorization in Jenkins 2.567 and earlier and LTS 2.555.2 and earlier allows remote authenticated users to cancel hidden queue items. The Queue.doCancelItem HTTP handler accepts a queue-item ID and authorizes cancellation without first enforcing Item/Read on the referenced item. An account must hold Item/Cancel on the target while lacking Item/Read; successful requests remove queued work the account cannot view.
