GPU denial of service via skipped recovery

Denial of service in Linux kernel 5.19 through 6.18.31 and 6.19 through 7.0.8 allows local users to leave Qualcomm Adreno GPUs hung. In drivers/gpu/drm/msm/msm_gpu.c, recover_worker increments the hung ring's fence and then tests msm_gpu_active(); when the sole queued job caused the hang, the false result skips retirement, recovery, and replay. Triggering the condition requires low-privileged local access and a job that hangs an MSM GPU; the GPU can remain unavailable and encounter repeated timeouts.
