Service interruption via omitted page-table destructors

Resource-management error in Linux Kernel 6.16 allows local users to interrupt service during ARM64 memory hot-removal. free_hotplug_pgtable_page() frees page-table pages without calling the matching pagetable_dtor(), leaving page type, accounting, and possibly lock allocation state uncleared. Reaching the defect requires local privileges to hot-remove ARM64 memory; DEBUG_VM exposes a bad page state, while ALLOC_SPLIT_PTLOCKS can leak the lock allocation.
