Device teardown deadlock via inverted lock ordering

Deadlock in the Qualcomm NGD SLIMbus controller allows local users to halt SLIMbus teardown and dependent device activity. The qcom_slim_ngd_ssr_pdr_notify function holds tx_lock while qcom_slim_ngd_down reaches slim_report_absent and acquires ctrl->lock, reversing the order used elsewhere. Reachability requires the Qualcomm NGD SLIMbus path and an SSR or PDR down notification; the deadlock blocks teardown and related child-device handling.
