Local denial of service via null dereference

NULL pointer dereference in Linux Kernel 6.19 through 7.0.9 allows local users to crash the system through AMD RAS error handling. When ras_core is NULL, ras_core_get_utc_second_timestamp() follows its error path and logs through ras_core->dev, dereferencing the null pointer. Triggering the flaw requires local low-privileged access and the AMD GPU RAS path; impact is limited to a kernel crash and service interruption.
