Local service interruption via rejected CPU-offline callback

Denial of service in Linux Kernel padata CPU hotplug handling allows local users to interrupt service during CPU offlining. The padata_cpu_dead callback can return an error while registered before CPUHP_TEARDOWN_CPU, where callback failure is forbidden, causing a DEAD callback warning in the CPU-down path. Triggering requires a CPU-offline transition that reaches an affected padata instance; no data access or modification is reported.
