Local kernel panic via Phonet autobind assertion

Reachable assertion in Linux Kernel 2.6.28 through 7.0.9 allows local users to panic the kernel through a Phonet socket send. pn_socket_autobind() treats every -EINVAL from pn_socket_bind() as proof that the socket is already bound, then BUG_ON() asserts a nonzero port even when the state is not TCP_CLOSE and the port remains zero. A local low-privileged user must reach the Phonet send path on a kernel built with Phonet support; successful exploitation crashes the entire host.
