Local privilege escalation via traffic-control action race

Use-after-free in Linux Kernel traffic control allows local users to escalate privileges through concurrent filter operations. The tcf_idr_check_alloc lookup increments an action reference after a concurrent delete path removes the object from the IDR and immediately frees it without an RCU grace period. A local user with CAP_NET_ADMIN in a user-created network namespace can reclaim the stale tc_action object for kernel code execution or crash the host.
