Remote memory disclosure and crash via SCTP over-read

Out-of-bounds reads in the Linux Kernel SCTP implementation allow remote attackers to disclose kernel memory or crash systems via COOKIE_ECHO packets. sctp_unpack_cookie() accepts a truncated embedded INIT chunk or an oversized raw address list, after which downstream parsers read beyond the cookie payload. No authentication or user interaction is required; the oversized address-list path additionally requires cookie authentication to be disabled.
