Local service interruption via V3D reference leaks

Reference leaks in the Linux kernel V3D driver allow local users to exhaust memory through global performance-monitor ioctls. The SET_GLOBAL path retains references returned by v3d_perfmon_find() on errors, while CLEAR_GLOBAL and deletion omit releases for lookup and stored global references. Low-privilege access to the V3D device is required; repeated operations can deplete kernel memory and interrupt service.
