Local system crash via non-reentrant NMI call

Denial of service in Linux Kernel 6.14 and later affected branches allows local users to crash the system through AMD IBS perf events. The AMD IBS NMI handler calls the non-reentrant perf_allow_kernel() permission helper in interrupt context instead of using a value captured during event initialization. Triggering the affected performance-event path requires local low-privileged access and can terminate kernel operation, interrupting the entire host.
