Cross-namespace PPP administration via mismatched capability check

Improper authorization in Linux Kernel PPP allows local users to administer PPP objects in an inherited network namespace. /dev/ppp open checks capability in the opener credential user namespace, but unattached administrative ioctls act on the current network namespace without checking its owner. Exploitation requires a new user namespace with CAP_NET_ADMIN only there and permits PPP state changes outside that authorized namespace.
