Remote DRAM corruption via reversed DLL enable check

Memory corruption in Linux Kernel before 7.1 allows remote attackers to corrupt DRAM via network-driven EMC rate changes. In tegra124_emc_prepare_timing_change(), bit A0 in the target EMRS value is interpreted backwards, reversing whether a transition enables the DDR3 DLL. An affected Tegra124 DDR3 system whose timings cross the DLL boundary is reachable through automatic ACTMON/devfreq transitions under remote load, resulting in memory disclosure, data corruption, a hang, or a crash.
