Local interface-dump denial via undersized netlink allocation

Denial of service in the Linux Kernel macvlan subsystem allows local users to prevent interface dumps through netlink operations. macvlan_get_size() omits space for IFLA_MACVLAN_BC_CUTOFF while macvlan_fill_info() conditionally writes it, so nla_put_s32() exhausts the netlink skb and returns -EMSGSIZE. Reachability requires local privileges to create or reconfigure a macvlan interface with bc_cutoff not equal to 1; the observed consequence is a WARN_ON and a failed interface dump, not a system crash.
