Local disclosure and crash via unsafe hook splicing

Race condition in Linux Kernel 5.8 through 7.0.9 allows local users to disclose data and crash the kernel via concurrent nftables operations. During nf_tables_commit, list_splice publishes transaction hook lists into basechain and flowtable hook lists without RCU-safe pointer updates while a netlink dump traverses them. A local low-privileged context that can change an nf_tables ruleset during a netlink dump is required; the published impact is limited to confidentiality and availability.
