Kernel service interruption via uninitialized IP header

Uninitialized resource use in Linux Kernel netdevsim allows local users to disrupt availability through driver-specific trap reporting. nsim_dev_trap_skb_build reserves an IPv4 header with skb_put, leaving header bytes uninitialized before the dummy sk_buff is reported through a devlink trap. Reachability requires local privileges and an active netdevsim trap path; syzbot reproduced the KMSAN report but assessed no unprivileged or denial-of-service trigger.
