Service interruption via undercounted reordered packets

Queue-limit bypass in Linux Kernel netem allows local users to disrupt network service by submitting packets under reordering. The netem_enqueue() check reads q->t_len, which excludes packets that __qdisc_enqueue_head() has placed in sch->q. Low-privilege local access and a netem qdisc configured for reordering are required; total queue occupancy then exceeds its configured packet limit.
