System hang via repeated TTM LRU selection

Denial of service in Linux Kernel 6.13 through 7.0.9 allows local users to hang the system when TTM buffer-object swapout fails. The ttm_bo_swapout() failure path moves the same resource ahead of the LRU walk cursor, so list_for_each_entry_continue() repeatedly selects it. Low-privilege local access and a failing TTM swapout are required; the resulting infinite kernel loop interrupts system availability.
