Peer traffic denial via lost NAPI scheduling

Denial of service in Linux kernel WireGuard 6.12.34 through 6.12.73 allows remote attackers to stall decryption for a peer. Under heavy load, out-of-order decryption lets wg_packet_rx_poll encounter an unencrypted head packet and exit while NAPI scheduling is lost, filling peer->rx_queue. The affected peer's inbound tunnel traffic remains stalled without a crash; other peers and outbound encryption continue.
