Remote kernel crash via stale SCTP metadata

NULL pointer dereference in affected Linux Kernel releases allows remote attackers to crash the kernel via SCTP RE-CONFIG traffic. Denial of ADD_OUT_STREAMS lowers outcnt without removing scheduler-private stream extensions, allowing a later re-add to reuse stale metadata in the scheduler get path. An established SCTP association with stream reconfiguration enabled is required, and the reported consequence is an oops or crash without data disclosure or modification.
