Unauthenticated node crash via nil RawData dereference

NULL pointer dereference in Klever klever-go 1.7.14 through 1.7.17 allows remote attackers to crash nodes via P2P transactions. txVersionChecker.CheckTxVersion reads tx.RawData.Version after protobuf decoding permits the RawData submessage to remain nil. Any ordinary libp2p peer can reach the synchronous, recovery-free validator; one crafted message crashes a node, and targeting enough validators halts block production.
