Global export-template manipulation via missing route checks

Missing authorization in Kimai before 2.58.0 allows remote authenticated users with TEAMLEAD access to alter global export templates. ExportController::createExportTemplate() and editExportTemplate() inherit create_export but omit the stricter create_export_template check. Default TEAMLEAD access therefore permits changes to globally available columns, renderers, formats, and output used by other users and administrators.
