Authenticated repository writes via service query confusion

Improper access control in Gogs before 0.14.3 allows remote authenticated users with read access to push to repositories. The Git Smart HTTP handler authorizes POST requests to git-receive-pack from the client-supplied service query value, although routing executes the write RPC. A read-only collaborator can modify a private repository; with REQUIRE_SIGNIN_VIEW enabled, any signed-in user can modify public repositories, while anonymous access is not exploitable.
