Attachment disclosure via unchecked UUID lookup

Missing authorization in Gogs before 0.14.3 allows remote attackers to read private-repository attachments via a known attachment UUID. The GET /attachments/:uuid handler looks up an attachment solely by its URL UUID and streams the local file without checking access to its parent issue, comment, release, or repository. Unauthenticated access requires REQUIRE_SIGNIN_VIEW=false; otherwise any signed-in user with the UUID can read the file without repository access.
