Private repository activity disclosure via inverted access check

Incorrect authorization in the Gogs Watch API 0.14.3 and earlier allows remote authenticated users to read private repository activity. repoWatchAction in cmd/gogs/internal/web/webapi_repo.go denies users who can read a repository and permits those who cannot because its ViewerCanRead check is inverted. Any registered account can subscribe to an otherwise inaccessible private repository and receive commit messages, branch names, issue and pull-request details, plus comment content when email notifications are enabled.
