Service interruption via $toMillis regex backtracking

Regular expression denial of service in JSONata 1.x before 1.8.9 and 2.x before 2.2.0 allows remote attackers to interrupt service. The $toMillis implementation in src/datetime.js permits repeated date and time groups in its anchored ISO-8601 regex to backtrack superlinearly on crafted nonmatches. Exploitation requires a host application to evaluate attacker-controlled JSONata expressions and can exhaust its CPU, delaying or halting expression processing.
