Parental-control bypass via unauthenticated rule deletion

Incorrect access control in TOTOLINK T6 4.1.5cu.748_B20211015 allows remote attackers to delete parental-control rules. The delParentalRules handler accepts unauthenticated POST requests at /cgi-bin/cstecgi.cgi and applies attacker-supplied delRule selectors without an authentication check. Network access to the management endpoint is sufficient, and successful requests remove administrator-defined browsing restrictions.
