Unauthenticated clock change via missing CGI authorization

Incorrect access control in TOTOLINK T6 4.1.5cu.748_B20211015 allows remote attackers to change the device clock via an HTTP POST. The NTPSyncWithHost handler in cstecgi.cgi accepts topicurl and host_time values and changes the clock without checking for an authenticated administrator. Network access to the web management interface is sufficient, and the bounded reported consequence is device-clock alteration.
