Parental-control alteration via unauthenticated CGI request

Incorrect access control in TOTOLINK T6 4.1.5cu.748_B20211015 allows remote attackers to alter parental-control rules. The setParentalRules handler in /cgi-bin/cstecgi.cgi accepts rule-changing POST requests without enforcing authentication. Network access to the management interface is sufficient, and successful exploitation changes parental-control behavior without credentials.
