Wi-Fi reconfiguration via unauthenticated CGI handler

Incorrect access control in TOTOLINK T6 4.1.5cu.748_B20211015 allows remote attackers to alter primary Wi-Fi settings. The setWiFiBasicCfg handler accepts an unauthenticated POST to /cgi-bin/cstecgi.cgi and applies attacker-supplied wireless parameters. Network reachability to the web management interface is sufficient; successful requests change wireless configuration without administrator credentials.
