Browsing-policy tampering via unauthenticated URL-filter requests

Incorrect access control in TOTOLINK T6 4.1.5cu.748_B20211015 allows remote attackers to alter browsing policies through HTTP. The setUrlFilterRules handler accepts a crafted POST to /cgi-bin/cstecgi.cgi and applies URL-filter parameters without authenticating the request. Network access to the web management endpoint is sufficient; no credentials or user interaction are required.
