Unauthenticated DHCP reservation modification via unguarded handler

Missing authentication in TOTOLINK T6 4.1.5cu.748_B20211015 allows remote attackers to alter static DHCP reservations. The setStaticDhcpRules handler applies reservation parameters from crafted POST requests to /cgi-bin/cstecgi.cgi without authenticating the requester. Network access to the management endpoint is sufficient, and the demonstrated consequence is unauthorized addition or modification of address reservations.
