Unauthenticated administrator takeover via missing CGI authentication

Incorrect access control in TOTOLINK T6 4.1.5cu.748_B20211015 allows remote attackers to change the administrator account. The setPasswordCfg handler in web_cste/cgi-bin/cstecgi.cgi accepts a POST request selecting setPasswordCfg and applies supplied credential parameters without authenticating the request. Network access to the web management endpoint is sufficient, and the attacker-supplied credentials replace control of the administrative account.
