Unauthenticated language changes via unprotected CGI handler

Incorrect access control in TOTOLINK T6 4.1.5cu.748_B20211015 allows remote attackers to modify device language settings. The cstecgi.cgi dispatcher accepts a POST naming setLanguageCfg in topicurl and invokes the configuration-writing handler without authentication. Network access to the management interface is sufficient; the reported effect is limited to unauthorized language-configuration changes.
