MAC filter rule disclosure via unauthenticated CGI handler

Incorrect access control in TOTOLINK T6 4.1.5cu.748_B20211015 allows remote attackers to read MAC filter rules without authentication. The getMacFilterRules handler in web_cste/cgi-bin/cstecgi.cgi accepts a POST request whose topicurl selects that operation, then returns the configured rules without enforcing authentication. Network reachability to the device's management CGI is sufficient, and the disclosed entries expose its MAC-address filtering policy without modifying it.
