Unauthenticated parental-rule disclosure via unchecked handler

Incorrect access control in TOTOLINK T6 4.1.5cu.748_B20211015 allows remote attackers to read parental-control rules without authentication. The getParentalRules handler in web_cste/cgi-bin/cstecgi.cgi processes a POST request whose topicurl selects getParentalRules without verifying an authenticated session. Network access to the router's management endpoint is sufficient; the disclosed effect is limited to reading configured parental-control rules.
