Mesh neighbor disclosure via unauthenticated CGI request

Incorrect access control in TOTOLINK T6 4.1.5cu.748_B20211015 allows remote attackers to read mesh neighbor data without authentication. The getMeshNeighborTable handler accepts a crafted POST to /cgi-bin/cstecgi.cgi and returns /proc/wlan0/mesh_assoc_mpinfo without checking authentication. Network reachability to the router management endpoint is sufficient; the disclosed data is limited to mesh-neighbor information.
