Unauthenticated configuration disclosure via getInitCfg

Incorrect access control in TOTOLINK T6 4.1.5cu.748_B20211015 allows remote attackers to read device configuration through HTTP. The getInitCfg handler in web_cste/cgi-bin/cstecgi.cgi returns initialization and configuration data when a POST body selects topicurl=getInitCfg without first requiring authentication. Network reachability to the CGI endpoint is sufficient; the disclosed consequence is read-only exposure of sensitive device settings, with no reported configuration change or service interruption.
