Cross-tenant metadata disclosure via unchecked nested IDs

Information disclosure in Red Hat Satellite allows remote authenticated users with host-edit rights to read cross-tenant network metadata. The Foreman taxonomy_scope method uses find_by_id on organization and location IDs from nested parameters without verifying taxonomy membership, replacing the context set by set_taxonomy. An account with host-edit permission and a foreign tenant ID can expose domains, subnets, IP availability, gateways, DNS servers, and VLAN IDs outside its assigned scope.
