Cross-tenant configuration modification via unchecked override retargeting

Broken access control in Red Hat Satellite allows remote authenticated users with host-edit rights to alter other hosts' configurations. Foreman's nested host and hostgroup attribute handling permits the lookup-value override match field and applies it without validating ownership, allowing an existing override to be retargeted. Host-edit permission is required; injected configuration values can cross organization and location boundaries and are served through the ENC classification pipeline.
