Unauthenticated internal requests via unchecked destination URL

Server-side request forgery in QD 20220208 through 20250803 allows remote attackers to send internal HTTP requests via crafted JSON. Fetcher.build_request() in libs/fetcher.py builds an httpclient.HTTPRequest from the supplied URL without checking its scheme, host, or IP range, and disables TLS certificate validation. The unauthenticated /har/test handler exposes this path, allowing requests to services and cloud metadata reachable from the QD server.
