Password-hash disclosure via unmasked cloudinit dump

Improper access control in Proxmox VE qemu-server allows remote authenticated users with limited privileges to obtain password hashes. The cloudinit/dump API returns the real cipassword hash to VM.Audit callers instead of applying the masking used by the provisioning endpoint. VM.Audit privileges, including the PVEAuditor role, are sufficient on 9.x qemu-server before 9.1.8 and 8.x before 8.4.8; the response exposes a hash, not plaintext or write access.
