Local memory disclosure via malformed changeset varint

Buffer over-read in the SQLite Session Extension 3.53.1 allows local users to disclose adjacent memory via a malformed changeset blob. sessionVarintGet() accepted a high-bit TEXT length from the blob without clearing the high bit, so the merge path read beyond the caller-supplied buffer and copied adjacent bytes into output. Reachability requires an application with the Session Extension enabled to pass the blob to sqlite3changeset_concat() or sqlite3changegroup_add(); the demonstrated leak is four bytes, with no write or code execution.
